The built in camera will come on when required by some software. On a Mac, for example, launching PhotoBooth will turn on the camera or iMovie has a button to turn the camera on and record a video directly into iMovie.
Generally the Webcam will activate when a program needs to use it. Try installing some kind of webcam program and see if it appears, or check the scanners and camera option in the control panel. See if it appears in there.
If you have formatted your OS recently and not used the manufacturers restore disc or option, you may not have the drivers installed.
There should be some sort of program built into it that will use it.
Or you can go to your start menu if you have windows 7, and thare should be a button to start it.
Press the on button or hold that button. If it's not a button, flick the switch, switch it on etc...
