Not sure I know what you mean by "downgrade." There is only 1 level of WoW account. You pay $14.99 a month for it (less if you get a longer subscription.) The only other type of account is a free trial account which you can only play for 10 days and you can only get to a certain level.
In order to downgrade World of Warcraft (assuming the program) you would have to reinstall the entire game.

World of Warcraft is run from the Blizzard servers, and they always run the most current game. Because of this, any client that is not patched to their level will either be patched by the game system automatically, or be blocked. In that case, you can't play World of Warcraft until your game is patched.
Patch 5.0.0 should be the next major content patch (right before Mists of Pandaria comes out) for World of Warcraft. There probably will not be a patch 4.4.
On retail World of Warcraft clients, you can not downgrade. When you install the client, it installs everything up to the latest patch.

I do not think the worldeditor have ever been updated but if it were it would be shipped with the warcraft 3 patch. If you just have warcraft 3 and not frozen throne you might wanna get that too it adds massive amounts of content to the worldeditor
