Open his mouth and insert something relatively soft (perhaps the plastic handle of a spatula) down his throat. You will either dislodge it, or the dog will vomit and the object will dislodge. Do not put your fingers in a distress dogs mouth, he is in a panicky situation, and has no idea what you are up to .If it does come out, make sure to take the dog to the vet to get checked. If it does not come out, get the dog to the emergency vets ASAP.
If you can cut off the pronged end with wire cutters. If you have no way of getting it out, bring your dog to the vet. A wound like this could get infected easily and leaving it in is a major health hazard.

aww poor puppy! hold a wet wash cloth to the dogs eye and do NOT rub, it will make it go in further, can you see it? if you can, make your dog push it as far to the side as possible, by making him look in different directions, probably w/ a treat or toy, until it is all the way in the corner, rub the corner until it comes out, and if ti is bothering him and you cant see it or get it out, or its just big or badly stuck, vet immediately!
take it to the vet
use the drop it command
unblock it
Breath in, hold your nose and blow

Take a skinny straw and get a couple of drops of water in it. Snort it. The drip is disgusting, but it does the trick.
