Turn on an old-fashioned electric stove (on High), and put the tip on the stove burner for 10-15 seconds (be careful not to burn yourself!!) - then scribble on a piece of paper. That should remove any dried ink in the tip.

Try heating the ball point end of the pen with a cigarette lighter. Be careful to only heat the ball, it is easy to melt the end of the pen. Then give it a good scribble.
