You first have to beat Story Mode. And to do that, you have to beat the final trainer in Stargazer Coluseum (I can't spell it) who is the Poketopia Master. I beat him using the Cool Boy with Haunter, Rotom, Mightyena, Sandslash, and two others I forgot. After you beat the Master, you can use Level 50 rule! (Or you can go to a Free Battle and set a custom rule to 50 All.
