You cant 'unlock him' but on the last 2 evil campaign levels you can play as him and also on the map 'War of the last alliance' if you have the update. I don't think there are any others correct me if im wrong.
First go to conquest and select the mount doom location, second you select any type of fighter class you want, warrior, mage, archer, it doesn't matter. Like any other hero get many kills than of course it will ask do you want to play as a hero. Say yes, than press X to play as Sauron. To see his moves, press start, than select moves.
Travel to Mordor and enter the level journey's end,then when you get to a short river of lava,there will be an orange circle with a fishing pole above it,then use merry or smeagol to fish in the lava,you will pull out a mordor LEGO object.Destroy it,then you will get sauron's character token.
