If by "Unlock a locked URL" you mean go around a site that your network administrator locked you out of, there are several things you can do, if your net admin didn't do it properly. Since I do that for a living (lock people out of twitter and facebook, etc...) I find it oftimes appaling at how little the network administrators do to keep their company productive so I don't mind giving out some information on this, hoping that they will become better at this task.
Some of it is a bit technical but if you're really desperate to get onto Facebook or Twitter and don't care about your job then here goes... Someone like me will come along after you've cleared out your desk.
1) Find an anonimizer site that allows you to browse other sites through their own java browsers.
You need to be able to allow activeX controls on your browser or use Firefox since most admins have problems understanding how to restrict Firefox usage. Some don't require java but as these sites change alot, you're better off having that installed.
What these sites do is rehash your request into something like this:
http://fe235ueyrtyoewr7345uoy43523i4y3ui98xter09.myproxy.co.uk?sid=912384123321
instead of
http://firemenow.twitter.com
Oh, I should mention that many of these sites offer complimentary spyware but don't worry as they won't bother you with the details and install it without you knowing it.
2). have your browser go through an anon proxy by changing the connection method in your internet options. There are many public lists for anon proxies and all you need to do is configure your browser to use the proxy IP address and http port provided (usually 80 or 8080). This won't work on networks that use ISA servers or Wetrends to name a few blockers... But, if you find a Proxy that offers rehashing the URL then in many cases, you're golden.
There are a couple of other tricks but they require much better technical skills and involve having some hardware at home you can tunnel through... that's hint enough ;)
