Complete all story mode missions on difficulty 4 (You first need to complete story mode at difficulty 1 to unlock cunin and jonin levels.)And then do difficulty 4 and that's it!

tip: (tsundae in naruto 1 is not yet a hokage)

∙ 14y agoPeople you just have to beat guest mode with everyone to get the 4th hokage. To get the 3rd hokage you do guest mode with asuma.
To get the 1st hokage you do guest mode with 4 people.
The final one you the 2nd hokage you just do 8 people in survival mode or guest mode.
