You need to complete one of the custom series champiosnship events, I can't remember which one, though.
Burnout 2 in my own opinion is better to play when you feel like actual, normal racing. If you feel like having an aggressive race with a bit more to it, though, then try burnout 3. i.e. play burnout 2 if you like classic racing, otherwise burnout 3.
You can buy all burnout games for ps2 besides paradise and legends. Here is a list of all the ones you can buy; -burnout -burnout 2: point of impact -Burnout 3: takedown -Burnout 4: revenge -Burnout 5: dominator Burnout legends is for psp, and paradise is for xbox, ps3 and pc.
I don't think burnout 3 has any cheats, sorry.
Level up enough to unlock custom classes. Select "Custom Classes" and Custom Class 1 should already provide it. Or, you can pick an M4A1 off the ground from a fallen enemy/teammate.

basically, you either complete a face off, complete a pursuit, get all golds on the training and crash events, and you can also unlock some cars by completing some of the custom series championship events.

get one-shot-kills with a sniper to unlock

There are only 15 in the game. Just look up the burnout wikia, it is quite obvious that there is only 15. >.> learn how to count.
