you have to advance far enough in the game to unlock the car mod garages, and you will know when they are unlocked cause it will tell you. just keep workin on the game and youll get there in no time.

you could go through the whole game by unlocking them ...or.... you could reset the game and the first video when cj got busted, type in the jet-pack cheat

and it will unlock all stores
