After the San Fierro mission, Deconstruction, Truth's friend Jethro will ring CJ and suggest he call in at the Driving School, which is situated at the top of the hill, just up the road from CJ's garage, in Doherty, San Francisco. (Two blocks up, past the fire station, and at the end of that road on the hill).
When CJ calls in to the Driving School, there is an office with a TV monitor where he can get instructions for the missions at the school.
The Stealing Car missions are accessible after Driving School has been completed. This enables CJ to purchase Wang Cars to begin these missions.
NOTE: CJ is also able to meet potential girlfriend Michelle Cannes in the Driving School office.
