Assuming they are stock lugnuts, they should not be the locking variety.
The aftermarket ones you need a key, which if you don't have or the key is worn can be replaced or acquired at any tire/rim shop.

Locking lug nuts are just as strong as standard lug nuts, just as long as they are correctly installed with the proper locking lug nut key wrench.

The torque for the lug nuts on a cat backhoe 426c depend on what size the lug nuts are; for 1/2 lug nuts the torque should be around 80; for 9/16 lug nuts the torque should be around 140.

Remove old lug nuts replace with new one. I recommend buying lug nuts from toyota dealers. OEM lug nuts last longer than aftermarket.
There are a couple of different tools that are good for tightening lug nuts. A torque wrench and a lug wrench are good for tightening lug nuts. Typically lug nuts would be tightened with a torque wrench, but a lug wrench is much cheaper.
