Baking powder isn't any more dangerous for cats than flour is. As long as the cat only has it in small amounts (like if it falls on the floor) then it won't hurt the cat. Large amounts can cause health problems.
You can mix it with the litter. I just sprinkle the baking soda in the empty box, enough to cover the bottom, then put the litter on top. The cat will mix it for you and save you the trouble.

There are cat litters and cat shampoos and even cat toothpastes on the market that contain baking soda. Baking soda neutralizes acids and helps to eliminate odors.
