There is no such adverbial pair "hardly when" -- as an adverb of degree, hardly modifies adjectives, not adverbs. When it modifies verbs, it can also mean heavily.

Examples:

The trail hardly seemed dangerous. The climb was hardly difficult for the soldiers.

The rhino landed hardly on its side and we worried that it may have been injured.

You might use the two words separately in a sentence: We had hardly started when the rain began.
