You have to track down the Team Rocket member who has stolen the Machine Part for the Power Plant. He is hiding in the Cerulean City Gym. When you follow him to Nugget Bridge, you will have to defeat him in battle to get him to tell you where the Part is. Take the Part back to the Power Plant, and power will be restored. Then you will have to go to the Radio Tower in Lavender Town to receive the Radio Card for Kanto. This will have the Pokeflute channel on it. Go back to Snorlax, turn the Radio to that channel, and interact with Snorlax.

∙ 13y agofirst of all u need to get a silph scope from celedon city game corner when u enter the game corner u will see a rocket grunt standing in front of a poster go talk to him he will battle u then go somewhere else after he looses then stand in front of the poster and press A then it will show a statement and give answers yes and no answer yes some stares will appear on the right go down explore the area when u find the silph scope at the game corner go to the top of the ghost tower in lavendar city u will fin three rocket grunts fight all of them and then talk to the old man standing over there (Mr Fuji) then he will say something and take u to his house then again go talk to him he will give u a Flute then go to the snorlax blow the flute he will wake up and start a battle with u now its ur choice whether u want to catch it or make it faint or run away i caught the snorlax using the following team lvl 42 charizard lvl 29 dugtrio lvl 20 diglett lvl 10 ekans lvl 13 nidoran lvl 15 geodude the snorlax is level 30 so choose ur team wisely however if u mess up once there is always a second snorlax i hope this helps
