I would put it on a tray in an airtight container with some water in it making sure the tobacco didn't touch the water for 12-24 hours.

My add on to this answer is another method.

OK so here is what I do and it works for me.

What you will need:

1 strainer (colander)

1 small pot 1 quart

1 coffee filter

1 pack (I put all old tobacco in a coffee can) dried out tobacco

1 Empty Tobacco bag with zip lock

What you do:

fill pot half way with water and heat to boil

put coffee filter in colander put tobacco in filter

put lid to pan on top of tobacco

set colander on top of pan let sit with lid on check every few seconds

when moist put tobacco in pouch, do this until all tobacco is moist

seal bag.

I make my own cigarettes with pipe tobacco. I buy tubes and have a cigarette maker. When I make my cigs I have tobacco left on newspaper and I put in a coffee can. When I have a can full I use method above to make my tobacco fresh again. once I have done this once I throw out the second run of tobacco and start buying fresh bags again.

I know you ask why would you make cigarettes with pipe tobacco?

Simple answer it cost 2/3 less then cigarette tobacco (I buy pond bag pipe tobacco for 17.99 tax and all, that same bag if cigarette tobacco would pay 49.27, you do the math) and it does not have the additives that they put in cigarette tobacco.
