It's completely rigged. The owner can set an amount of $ it needs to bring in before it lets anybody win. So if you see that nobody has won in ages, maybe try it a couple of times. If it seems like it's still rigged, try again in a couple of days and remember how many prizes there were. If nobody has won anything, try again.
