Look to see if the 30 amp panel is fed with a two wire or a three wire. If it is a two wire then you are out of luck. If the panel is fed with a three wire then the panel should have the neutral terminated in the panel. It is this neutral that you need for 120 volt connections. You didn't state how many panel slots there are in the panel. If you are able install a 15 amp breaker into the panel and connect the wires going to the load. The black wire will go to the breaker and the white wire will go to the neutral bar in the panel.
Answer forUSA, Canada and countries running a 60 Hertz supply service.Split receptaclesSplit receptacle installations can be found in kitchen counter receptacles. These types of receptacles are fed with a #14 three wire from a two pole 15 amp breaker. The top part of the duplex receptacle is isolated from the bottom half of the duplex receptacle by removing the brass coloured tie bar that joins the two halves together. The top part of the receptacle is fed with a full 15 amp capacity by using the black and white wires of the three wire cable and the bottom half is fed with a full 15 amp capacity by using the red and the same white wire of the three wire cable. This allows two appliances to be plugged in to the same receptacle.SAFETY ADVICEBefore you do any work yourself,on electrical circuits, equipment or appliances, always use a test meter to ensure the circuit is, in fact, de-energizedIF YOU ARE NOT REALLY SURE YOU CAN DO THIS JOBSAFELY AND COMPETENTLYREFER THIS WORK TO QUALIFIED PROFESSIONALS.
A circuit breaker protects the wires that the devices are connected to. If the devices that are connected to the circuit are 20 amps the wire size should be #12 wire fed from a 20 amp breaker. This breaker should not trip unless the circuit is overloaded or a fault occurs on the circuit. If the devices that are connected to the circuit are15 amps the wire size should be #14 wire fed from a15 amp breaker. This breaker should not trip unless the circuit is overloaded or a fault occurs on the circuit. Putting 20 amp sockets on this 15 amp circuit will work but the circuit is limited to the amount of load that can be plugged in. You will not get the full capacity of the 20 socket because the breaker will trip at 15 amps.
It is used as a hot wire. <<>> In a three conductor cable set the third wire colour is red. In home wiring a three wire cable is used in a couple of locations. If the circuit involves a three way switching circuit, the cable between the two light junction boxes is fed with a three wire cable. Check the Internet for three way lighting connections. The other location a three wire cable is used is in split circuitry. Your kitchen counter receptacles use this method of wiring. The tie bar in the receptacle is removed on the hot (brass colour) side of the receptacle and the red wire is connected to the top brass screw and the black wire is then connected to the bottom brass screw of the receptacle. The white wire, as always, is connected to the silver coloured screw of the receptacle. Another example of using a three wire cable is to take two circuits from the distribution panel to two separate circuits on the other side of the house instead of running two, two wire circuits. The three wire cable is terminated in a junction box and two two wire circuits are feed from this junction box to the circuits that require power. The two two wire circuits will use the white wire of the three wire cable as a common neutral.

I'm uncertain what the initials "FED" might mean, but the initials "NSF" stand for non-sufficient funds.
It will. The AFR resets monthly, and movements in AFR will lage movements in the fed funds rate. The rate reduction is not linear, however. A 50 bps cut in the fed funds rate will not translate to a smaller reduction in the AFR.
An intended fed funds rate is the interest rate at which private depository institutions, mostly banks, lend balances (federal funds) at the Federal Reserve to other depository institutions, usually done overnight.

The federal funds rate is the interest rate banks charge on loans in the federal funds market. The federal funds rate is not set administratively by the Fed. Instead, the rate is determined by the supply of reserves relative to the demand for them.
The GI Bill
pays the Federal funds interest rate on the loan.
