If you are referring to the Daytime Running Lights (DRL's), no. When you are not moving you can turn them out by activating the parking brake, but there is no way to turn them off without actually pulling out the fuse that controls the circuit. Careful though, I don't know what effect this might have when you actually want to turn your lights on at night.
The driver's side door ajar sensor may not be working.
GENERALLY speaking - the voltage requirement of the LED bulbs must match the voltage of the vehicle (12 Volts). To power the LED's simply splice thier power feed wires into the line leading to the current running lights, and if they are grounded properly, they should work.
Does the 2003 Honda CRV have an indicator if you leave your lights on?
If they both stopped working at the same time - check the fuse. Fuse # 20 in the underdash fuse panel.

I had the same problem. Turns out that it was a faulty door switch and not a fuse issue.
The Lenmar CRV-3 Replacement Li-ion Battery and Charger will work with the CRV-3 camera battery and costs around $25.
In the under-hood fuse box - it is Fuse #8.

You should probably call a dealer's service department to ask. In 2002 the second generation CR-V was introduced and the running gear MAY have also changed.
