Bella is told by Jacob BEFORE he realized he was a actual werewolf. He considered the whole thing a joke, so never took the secret seriously. When he finally did become a wolf, he was bound by the secret to never tell anyone.
So he sneaked into Bella's room and sort of mimed and clued her in as much as possible without actually telling her what was going on. She dreamt about it that night, and was able to put the peices together and find out about the Quileute Legends.
On top of that, later on in the third (?) book Jacob brings her around for a bonfire to hear the legends
