In the period of McCartyism many Americans were accused of being Communists without there being actual proof of it. The same thing happened during the witch hunt with witches. People were accused of being witches while there wasn't any actual proof of it. In that sense, McCartyism was like a witch hunt. In both they just wanted to show they were working on it, show that they were trying to find 'the bad ones', and proof or not, didn't matter. They just wanted to show the people that they were working hard and getting results and also show them what would happen to you if you were a Communist/witch yourself.

If you mean to ask if Joe McCarthy thought that communists had made a pact with the devil, not he didn't, although he did think that they had made a pact with the Soviet Union, which was just as bad. In the 1950's, communists were always described as godless. That was apparently their most unforgivable sin. Anyway, the term "witch hunt" describes the paranoia with which the campaign was carried out, rather than referring to actual witches. It is just as unreasonable to persecute people as witches, as it is to persecute them as communists - particularly in a nation which supposedly grants people both freedom of religion and freedom of association. There is no reason why it would be illegal to be either a witch or a communist. You can have any religion or any political affiliation that you like.
