Any book published in the specific year can be entered or nominated. There is a committee that looks through all of the books and each member submits a list of the books that they liked. They then get together and vote on the books that there are a lot of votes for. There is a winner and the committee may select 'runners up' if they deem any of the submissions as particularly worthy of the honor. My sister served on the committee several years ago. She received over 450 books to look through.
