A law is a explanation of what must or must not happen. They can be considered theories, which are ideas which have been proven or reasonably assumed. Scientific laws, like Newton's, all started out as hypotheses that were tested for exceptions.
Fequently this is a matter of tradition. Law's which have been bettered such as Newton's Law of motion are not renamed and theories which are proven are similarly not renamed.
It's mostly just semantics;
a "law" occurs when a "theory" can be mathematically expressed.
