To get the best connection using screws, holes should be drilled in both peices, for instance, if you are securing two pieces of wood together it is best to have a clearance hole very slightly larger than the threads but smaller than the head in the outer piece, where as the inner pilot hole should be drilled the same size as the shaft of the screw or smaller in softer wood. this allows the threads to grab only the inner material and the head of the screws holds the outer material. If the threads grab both materials you will not get as a secure bond of both pieces.
