It is normal to pull out your choke to start your engine. It is not normal to have your choke out to run your engine. As soon as your engine starts, you should push your choke in. When you pull out your choke, you close the air going into your carb. Then you push in the choke to allow air to flow through your carb. That lets you speed up or slow down. If it won't run with the choke pushed in, try pushing the choke in slower.
