i believe the concentration becomes greater as you move up the food chain, or up the biomass pyramid, meaning that the highest level of consumer has the highest amount of toxicity. I always thought it was the other way around but I've done some research and that's what I found.

Energy and biomass decrease as the trophic levels increase.The general rule is that only about 10% of the total energy consumed from the previous trophic level will be passed onto the next level as useable energy. The primary consumers use the energy they obtain from the plants to maintain body temperature and move or it is lost as waste. Most energy is considered to be lost as heat. This pattern is repeated for secondary consumers and so on. (This is a generality; the amount of energy transferred changes in real situations.)All life is directly related to the original energy source, in most cases the sun. The higher up you go in the trophic level, the less life (overall biomass) that can be supported by the original energy source due to the loss of energy in each level.

A biomass pyramid looks like an energy pyramid, in that the largest biomass is contained in the producer level, and the least biomass is contained in the level of the highest order consumer. Basically, as you move up the energy pyramid, there is less energy available to support the biomass at each subsequent level.

Biomass accumulates Think of it as a pyramid If the animals at the bottom consume a little then the next step up will have a little more in them because they just absorbed all of it when you get to the top you will have the highest concentration in the entire food chain.
