Chlorine is a non-metal. Therefore it does not conduct electricity. Only metals conduct electricity. Metalloid's also conduct electricity.

The normal form of Chlorine is a diatomic gas (Cl2).
Gasses do not conduct electricity under normal conditions.
(High voltages can ionize gasses, making them conductive.)

yes it is a liquid so it would conduct electricity.

Yes it is a base so it would conduct electricity,

The first is wrong because water is also a liquid and it in its pure state will not conduct elctricity. Bases and Acids however do conduct electricity.

water is water .yes

(new person) actually, pure water can not conduct elctricity because it is the minerals in water that conducts electricity, not the water itself. As for bleach, i do not belive so as there is no minerals (as far as i know). to find out get a lightbulb circuit and cut a wire, dip the ends of the wire in the bleach water, if the lightbulb turns on the wate rconducts electricity. :)

I actually did the experiment last week and so I can say, "Yes, bleach water does conduct electricity." A liquid must contain free ions for it to be able to conduct an electrical current. And, because the lightbulb lit up when I tested the bleach water, the bleach water must have free ions or how would the lightbulb have lit up? So I would conclude that, "Yes, bleach water CAN conduct electricity.
