Green light does affect plants, but it doesn't really provide much help in the plants' growth. Plants that are green absorb all the colors of light except the color green, which is reflected off the plant. This is why we see the plant as green.

Yes; Green light does tend to increase the number of Cells in plants, thus it will lead to stem elongation.

It is reflected. The reason plants are green is because they contain chlorophyll pigments and because chlorophyll pigments are not effective at absorbing green light.
