Dog urine can cause damage to concrete, especially first thing in the morning when it is most acidic. I have personally seen this happen on out patio from a 30 pound puppy. We now have a slight dip in the concrete. It took only a day to happen as well. I have only seen this happen once.
Dog urine cannot damage concrete structure. Only problem is that there can be bad odor caused by the pee.
Urine can soak into the concrete over time, creating an odor that cannot be cleaned off by normal means of mopping, etc.

There is no way to get urine stains out of black top driveways. On concrete, bleach can be used, but the stain is never permanently gone.

Unsealed concrete is porous and soaks in everything that is poured on it. Fertilizer will sock into the concrete.
