By selecting it in the top right side menu - click on the screen where you need the rectangle to begin from and drag the mouse (with left mouse button pressed) across the area you wish the rectangle to cover. Release the mouse button and you'll see the area with the rectangle selected. You can now select the operation you want to undertake i.e. Copy, cut, ctrl and J to make that area selected as a new layer etc
