It depends upon the individual.
Many students benefit from having access to a structured, disciplined environment such as study hall. Students who tend to have very busy lives outside of school - whether due to working or socialising - benefit most from this arrangement. They may struggle to complete homework and assignments at home, particularly if they have noisy or demanding sublings.
Other students are able to focus on their studies and assignments without the need for external structure such as this. They have already taught themselves to be self-disciplined and self-motivated to complete assignments, and occasionally may even be distracted by being in a "forced" environment.
At my school, you get half-credit for study hall, so it probably improves students' grades to some degree. However, it doesn't effect our GPAs.
If you are asking whether or not the study time itself effects students' grades, I think that it definitely does. A study hall gives kids a chance to get homework done while still at school, which pretty much guarantees that they will always have finished their assignments and won't turn things in late.
