Yes, It does effect on the evaporation rate because the warmer the air, the faster the evaporation. But wind that's going fast or 'wind speed air humidity' makes air colder whitch slows down the evaporation rate.

Heat increases the rate of evaporation. As the liquid gets heated the molecules vibrate more rapidly with more energy than cold liquids. The energy therefore makes the molecules easier to escape.

Wind increases the rate of evaporation. As the liquid gets heated, it becomes less dense. The liquid molecules then begin to rise turning into water vapour. As more and more rises, there wouldn't be as much space left for more water molecules to escape. Wind is then used to blow away the water molecules on top allowing others to escape.
