by blowing into the mouthpiece creates a vibration the send sound to the valves, then its up to you how high/low the sound is depending on the valves pressed and how your tight your mouth was. then the sound projects throughout the tuba and out the bell.
By vibrating your lips while putting your mouth on the mouthpiece. To change notes you must press the corresponding valves for the note and position your lips in the right lip shelf for the note, you also need to blow the right amount of air for the note. Lip shelves are the different positions you put your lips in to produce sound, the tighter your lips are and the faster the air, the higher the note. The slower the air the and looser the lips the lower the note.
I know because I have been playing the tuba for the past five years.
You put a mouth piece on the little hole and you blow. And that is how you make sound through a tuba.
