no, because without rna, the body would not be able to do protein synthesis [ transcription and translation], and without proteins their would be no gene expression because genes code for proteins which then carry out the specific expression or trait.but has this been irrevocably been proven. there could be genes or parts of DNA that express them trough other means than RNA. It would be hard to prove that all DNA is expressed trough RNA, because that mean checking every single gene. Although I concur that most Genes will be expressed through RNA we cannot be a 100% sure
