Do you know about the water cycle? Water molecules at the very top of the water are heated by the sun, causing them to vibrate. The vibration lowers the overall density of the particle, so pretty much, it turns to water vapour, and then rises (because hot air/water vapour is less dense that cold air/water vapour). And there you go, it's in the atmosphere.
