u need fuel or in other word burnable product that is any of an organic product then u ll need oxygen . when organic product is burning then actually wat is happening inside chemically is oxidation wherin the fuel or organic product is loosing its hydrogen by using oxygen.this is not natural as u can see molecules gain stability by forming bonds with hydrogen thus this envolves large amount energy generation genraly in form of heat and this forms fire . .hence if u unable any of this process then u ll stop fire. wen u put on water on fire then u r removing contact between burning product and oxygen temporarily thus u putt off fire

some time u might have noticed that even after putting water fire is not off this is becoz at this point the product has reached to such a high temp, that it evaporates water and again let oxygen to come in contct with burning product..

in terms of thermal energy u can say, fire which is exothermic reaction wen u put on water this absorbs all energy to carry out further of exothermal reaction ther ll not b any enough energy in side the molecules to cross the energy barrier and hence reaction is quenched
