That is certainly possible, even likely, but experimentation with dolphins and whales suggest that we have not even begun to learn about them.
Until we can figure what they do, we cannot determine their intelligence.
Primate-level intelligence seems to have come from the ability to hold things with an opposible thumb. The opposible thumb makes it possible to make tools and weapons. Hand-eye coordination seems to have played a large part in developing primate intelligence. So, dolphins and whales have no opposable thumbs. Does that mean that they cannot be as intelligent as primates? Or could they have become super-intelligent some other way?
Well, yes or no. Some monkeys are very intelligent and can be partners to humans in movies or various events. But some monkeys are regular primates, doing what they do like what animals usually do.
