Dogs can successfully be spayed as early as 6 weeks; however, 8 weeks and 2 pounds minimum is ideal. It does take special training to spay a dog which is younger than about 6 months, though, so you need to ask your vet what the earliest age the vet can spay your dog.
The normal age to spay a female pup is 4 months (about 16 weeks old). It is possible to spay earlier, but the ovaries/uterine horns are so small it would make it very difficult.

I believe 6 weeks is as early as any puppy can be neutered.

I would say a year and a half or older but the oldest would be eight maybe.
