The Laws of the Game, regulated by FIFA, do not restrict player movement in this sense. The only restriction is that players may not leave the field of play without the permission of the referee. (Also, players may not enter the field without the permission of the referee)
The only player whose movement is restricted is the goalkeeper. Any other player may go anywhere on the field, although it is best to stay in your position. For a fullback, this means almost always within your own half and normally within your own 23-metre-area.

In most cases it would be the fullback. In times when they don't get a handoff, they are expected to lead block or go for a pass. If they mess up a lead block, the running back yells at him. If he drops a pass or fumbles then the quarterback gets mad at him. There are only few plays that actually cater to the fullback. He is sort of a hybrid of a halfback and a tight end. Unless he is a very good fullback he may get little playing time on the field
