Motor vehicle laws differ from state to state. Some states do not have a law informing drivers as to how far in advance their turn signals need to be activated. A good rule of thumb is to signal in no less than 100 feet before your turn. This is also a courtesy to other drivers, so they are aware of your next move.
You should turn on your turn signal before you need to brake for the turn.

You should use your turn signal in far enough advance so the car behind you knows you are going to turn and has enough time to slow down. However, putting the turn signal on too far in advance can be confusing because the following car will not know exactly when you are going to turn.

It does have a bearing. The rule in most states is 100 feet. But I recommend you use them at 200 feet if you are traveling at over 50 mph.
