The top speed of any engine is varied by the weight of the machine it is propelling, operator weight, any passengers, friction along the drive train the gear ratios and ground conditions. A better way to phrase your question would be how many RPM's(Rotations Per Minute) an engine is capable of when its throttle is fully open.
