No, it's bolted to the end of the crank which pistons/rods attached to.

If you mean ... why the crank won't turn when the key is on and the acc.'s will turn, Well sounds like crank shaft is locked up. When the crank bearings try to pile up on each other and jam the crankshaft in it's final resting place, till rebuild.
A bad cam or crank sensor can cause a no start, but the engine will still crank or turn over.
Clockwise if viewed from belt end.
If your headlights wont come up when you turn the lights on then you will have to "turn" them up manually.......look under your front end for the box that controls your flip up headlights and find where you need to turn/crank to get them to come up manually. Remember though, they will be up permanently unless you crank them up and then back down all the time.
The Crank shaft turns and causes the cam shaft to turn, the pumps to turn, the alternator to turn, the transmission gears to turn, the transmission causes the drive shaft to turn, the drive shaft causes the differential to turn (in rear wheel drive models) this turns the axles and the axles turn the wheels. In a front wheel model, the transmission turns the axles shaft that turns the wheels. In a 4x4 the transmission splits to turn the front drive shaft and the rear drive shaft. (then the differential and the axles etc. The other thing that is counted is the steering wheel but it never really completes a whole revolution.
In the 1920s to start a car you had to set it up from the driver seat first then get out and go round to the front, insert a crank handle and turn this hard (turning the engine over manually) until it started. You had to be careful that the crank handle did not fly round and hit you as it started. Today you just get in and turn a key to start the car.
Rotate? As in rotate the crank manually? Remove the Passenger side splash panel and turn it with an 18mm socket.
power steering is easier and you do not have to turn the wheel as hard as manually.
