That all depends on how well it is trained. Some 10hh ponies can jump 3 feet, while there are some 16hh horses that can't jump at all. I would say around 3'6" to 4' is what most trained 14hh ponies can jump, unless they are more athletic.
The highest I have ever jumped my haflinger was 4'2.I was riding bareback and without any bridle.

well first he needs to learn to jump. Well once you figure out how o do that then you can work on getting higher. When u want to get your pony to jump higher you have to 2 point sooner and higher so he will try to get under you. Its pretty simple. :)
There is no real 'average' girth size for any horse or pony just based on height alone. You need to have a flexible tape measure like a seamstress tape and measure the girth area of the pony. You should have at least two holes above and at least one hole below where the girth would attach to the billets.

A shetland is a very good jumper but it all depends on the pony some can jump up to 2"3 and some can't go past 18 Inch (this is just as a safe hight you can jump them higher but if you do they could hurt themselves if they trip up...)

A horse or pony should not carry anymore than 20% of it's own bodyweight, this includes the tack and riders weight, this means that for example a 1,000 pound horse or pony could carry up to 200 pounds of weight, so long as it is reasonably fit. As for height that is really more of a preference unless you are above average height. Typically an adult female of average height can ride a pony or horse anywhere from 13.2 to 16 hands with no problem, this also applies to adult men. If you are above average height then the height of the horse or pony can increase a bit. If the rider were a growing child you can either start out with a small pony and just change to a larger one as the child grows or buy one that the child can grow into height wise over time.
