There are about 8760 hours in a year, so running a 60 watt bulb for a year would consume (60 times 8760) or 526000 watt hours. Electric power rates vary, but at $0.15 per kilowatt-hour, that would be almost $80.
An incandescent bulb is 96% efficient as a heater, and 4% efficient as a source of light. A fluorescent bulb is only 60% efficient as a heater, and 40% efficient as a source of light. An LED bulb is only 10-20% efficient as a heater, and 80-90% efficient as a source of light (but that light is usually unidirectionally directed... harder to do diffuse lighting with them).

depending on voltage supplying the bulb, each ballast spicifies on it such rating. many ballasts have better efficiency at higher voltage. however; say 175 watt bulb, 120V with 80% efficiency= (175/120)/.8=1.82amps
If the bulb is a 40 watt, 120v bulb, you would need 20 6 volt batteries wired in series, or 80 (!) 1.5 volt batteries. 1.5 volt batteries are AAA, AA, C, D, etc. Since this solution is rather extravagant, try finding a light bulb made for an RV. These typically run off of 12 volts, and you can get a single 12 volt battery, or 2 6 volt batteries, to run this bulb.
The most efficient outdoor light bulb would the 5 watt Light emitting Diode light bulb also know as the LED bulb. They are small lights with miniature sockets or made to fit into conventional sockets.
I use a 75 watt heat lamp in 36" habitat. at the end i use it on, it is about 80-82 degrees. it depends on how far away the bulb is and how the temp. is naturally. so don't place it close enough to get touched or burned by whatever your warming not burning. Fluorescent lighting is much more energy efficient than incandescent lamps, usually by as much as 60 to 80%. That also translates into a corresponding energy savings. I don't recall the exact figure off hand, but the light output from a fluorescent lamp is about three times it's rating. For instance, a 40 watt fluorescent puts out the equivalent light of a 120 watt incandescent bulb.
