Energy is not made. Nor destroyed, either, for that matter. Energy is simply converted from one type to another. A power plant converts some other form of energy to electricity. For example, water dam generators convert moving, or kinetic energy to electrical energy.

Charged particles will flow when they are being repelled from a spot and/or attracted to another. Hence a collection of positive charges will attract negatively charged particles and repel positively charged particles. Separating positive and negative charges takes energy, and they will try to come together again. That 'coming together' can be tapped as an energy source. It is electrical energy.
