In the span of four years, 13 people's deaths would be attributed to the Cleveland Torso Killer. The best candidate was Dr. Francis Sweeney which was put in a mental facility from 1930 until his death. After that, the murders stopped in Cleveland. Most investigators believed he was in fact the culprit. The Black Dahlia was in 1947 so he could not be the culprit and even the modus operandi didn't match.
