A memoir is specifically about your own personal experiences. A personal essay has to do with your personal opinions, but those opinions can be about anything, not just your personal experiences. You could write a personal essay about gun control, even if you have never owned a gun or have never been shot by a gun. You could still have an opinion, possibly even an interesting opinion.
