Article 3 maintains that sovereignty lies within the nation, that is, the nation's citizens. A monarchy is a centralized sovereignty, where only one person has authority. Since a monarch can exercise authority independently of a nation's citizens, without regard to their wishes or input, this goes against the general idea of article 3.
