We can get more instantaneous than that, so far I have only narrowed it down to a single second of time, but some measurements are done to a ten thousandth of a second, or even smaller instants of time; it depends what you are measuring (the decay and the movement of sub-atomic particles is measured to extremely small fractions of a second). Average speed involves the speed with which something is moving over some longer period of time. For example, while driving a car, your speed might vary between 30 mph and 50 mph, with perhaps an average of 43 mph.
