You would use language to increase knowledge, rather than to distort or confuse. Many dictators and demagogues have used language unethically, giving beautiful speeches that were filled with dishonesty and hatred. Responsible use of language means ethical use of language-- it means being factual and considering the impact your words could have on other people, trying to avoid speaking in a way that stirs up rage or advocates harm to others.
